Restructure: move packages from packages/ subdirectory to root

packages/ subdirectory to the root level of oca-payment repository.

Changes:
- Moved odoo-bringout-oca-payment-* from packages/ to root
- Updated CLAUDE.md to reflect new flat structure
- Removed redundant packages/ directory
